An incurred cost submission (ICS) is a proposal that federal government contractors submit annually to claim reimbursement for allowable costs. The ICS is also known as an incurred cost proposal (ICP) or indirect cost rate proposal (ICRP). 

When and who must submit an ICS?
  • Federal contractors with flexibly priced contracts or subcontracts that contain the Allowable Cost and Payment clause (FAR 52.216-7) must submit an ICS 
  • The ICS is due six months after the end of the contractor's fiscal year 
What's included in an ICS? 
  • Schedules J and K, which list subcontracts and summarize labor-hour and T&M contracts
What's the purpose of an ICS?
  • To ensure that contractors are reimbursed for allowable costs 
  • To ensure that costs charged to government contracts are reasonable and allowable
