Overview

For government contractors, navigating the labyrinthine maze of procurement regulations often presents the most significant business challenge they face.  It is not uncommon for potential contractors to simply forego Government work altogether because of the seemingly overwhelming regulatory burden.  It is also not uncommon for an unsuspecting contractor to win an award, only to discover after the fact the extent of the regulatory requirements it faces.  Such a scenario becomes a perfect storm when the Government notifies the contractor that it will be conducting a review of the contractor’s purchasing system, and a review demonstrates how unprepared the contractor is for a Government oversight actions.

For those contractors brave enough to forge ahead with Government work, understanding the regulatory framework governing subcontract compliance is paramount.  It is not sufficient to simply seek a good deal in awarding subcontracts; the compliant contractor must thoughtfully and carefully create, implement and maintain a relatively intricate and sophisticated series of systems to ensure that its purchasing system meets government requirements.

In this class, attendees will be introduced to FAR Part 44, the primary regulation affecting subcontracts, as well as other important FAR and DFARS sections which impact the purchasing function.

Attendees will learn:

  • The basics of subcontract file creation and maintenance, including the scope and extent and compliant documentation, as well as methods to ensure appropriate file oversight.
  • The importance of ongoing communication, not only with vendors but with project management, to ensure compliance requirements are being met and documented properly.
  • The importance of ongoing training in the latest regulations and “hot-topics” in the area of compliance, and will be introduced to the current regulatory trends facing contractors.
