The first session will preview the web series, establish the foundation and connectivity of the four topics, and dive into our first subject, unlimited PTO. As many organizations shift to unlimited PTO, we'll define what it is and the workforce implications. Next, we'll consider the unique challenges presented to Government contractors. In cost-based acquisition, compensation is governed by FAR Part 31 and, for some CAS 408, among other regulatory requirements. We'll look at the accounting, reporting, and documentation requirements that may impact both financial accounting and a contractor's cost accounting practices.

Navigating the pandemic, most organizations know that remote workers supporting or allocating costs to Government contracts are subject to substantiation and oversight. Given labor costs are generally the most significant cost incurred under Government contracts we'll summarize the documentation, reporting, and auditor oversight requirements. Then, we'll tackle some of the return-to-office challenges such as: policy/plan updates, travel time compensation, unoccupied facilities, and other questions regarding flexible work and Government contract implications.

Contract closeout continues to be a challenge for DCMA and industry even after DCAA has become current with indirect rate audits. The number of contracts subject to closeout is significant as multiple rate years have been audited and negotiated. An extensive number of contracts can be associated with each rate year, many of which have been physically complete for years and are now required to be closed out. DCMA is primarily responsible for administering and closing out a significant portion of these contracts. At the same time, industry is facing big challenges with old data and a surge in demand for capable resources to prepare the contract closeout documentation. This webinar series explores how contractors can work with the Defense Contract Management Agency (DCMA) on several current and imminent significant practice areas consisting of contractor purchasing system reviews, government property reviews, and contract closeout.

Workforce flexibility impacts an organization's facility occupancy, management, and cost recovery. Given these changes in the workplace, contractors are seeing increased scrutiny on facilities management and utilization. Often, the scrutiny results in questioned costs in their final rate submissions under FAR 31.205-17- Idle facilities and idle capacity and FAR Part 31.201-3, reasonableness. Documentation is key to demonstrating mitigation strategies undertaken by the contractor and optimizing cost allowability. In this session, participants will become familiar with the requirements and common mitigation approaches to facility compliance with the contract cost principles.

Contracting Officers within the DoD are required to determine the acceptability of a contractor's business system, including approving or disapprove the system. Notably, this includes evaluating Property Management systems. This session provides guidance on how to navigate a DCMA Government Property System Review. While not all DoD property system reviews are conducted by DCMA, this audit team conducts thousands of audits per year across the contracting community. This webinar takes a practical view of FAR and DFARS requirements and DCMA's expectations for an approved property system. Instructors will work through the government property lifecycle from acquisition through disposition, recommending tips and tricks along the way, while addressing challenges before, during and after the audit. Our final session, we'll discuss "uncompensated overtime," sometimes called green time or competitive time. It is essential for Government contractors to understand the concept of uncompensated overtime. Uncompensated overtime may impact contract pricing, contract accounting, and contract reporting. Noncompliances with the requirements may lead to over/under absorption of cost, defective pricing allegations, and FAR and CAS non-compliances. Join us as we clarify the confusion surrounding uncompensated overtime. We will explain the terminology and circumstances in which it may occur. Next, we'll illustrate pricing and accounting implications with examples and explore strategies to ensure accurate cost calculations for accounting and pricing while avoiding potential compliance issues.
