Government contractors face increased requirements to pay their workers a minimum stipulated wage and fringe benefit rate per hour. This session will provide an overview of each regulation's requirements including determining the applicability or coverage at the contract and employee levels, wage determinations, and violations. Arguably an OTA allows the USG to contract faster without all the baggage of a traditional FAR based contract. In theory an OTA is a blank piece of paper that the USG and a contractor may negotiate the terms of the resulting Agreement (note the use of the term "Agreement" vs "Contract." The term "Contract" is defined in the FAR as a procurement contract.) But as anyone who negotiates contracts knows, there are always sticky clauses.
