The use of Other Transaction Agreements (OTAs) is here to stay. When used properly, they can go from a potential government need to contract award in a very quick timeline. They are “friendlier” to pure commercial companies since the traditional procurement regulations do not apply. Finally, they allow the USG to purchase cutting edge technology that is available in the marketplace and they can potentially even direct some of the development of such technologies.
