Kirk Foster
Assistant General Counsel, Huntington Ingalls Industries Mission Technologies
Kirk A. Foster is an Assistant General Counsel and the Director of Compliance and Privacy for Huntington Ingalls Industries (HII) Mission Technologies. In this capacity, he advises the President and senior leaders of HII Mission Technologies on compliance and legal matters, and supports the HII Mission Technologies business operations counsel and compliance managers on legal, regulatory, and strategic issues. He also supports the HII Mission Technologies Chief Information Officer on cyber and technology matters. Prior to joining the HII Law Department in 2019, Kirk served a 28-year career with the U.S. Navy’s Judge Advocate General’s Corps, where he served in a variety of senior legal advisor and leadership positions in the Pentagon, and at various Navy and Joint commands, including two sea deployments and deployments to Iraq and Pakistan.
Kirk earned a bachelor’s degree in political science from the University of Pennsylvania, a law degree from Villanova University School of Law, and a master’s degree in environmental law from the George Washington University School of Law. Kirk also supports various non-profit organizations, and serves as a volunteer official on the Board of Directors for Navy Federal Credit Union, where he also serves on the Planning, Risk, and Strategic Direction Committee. Geoff Merritt

Geoff Merritt is a Principal in the Industry Specialty Services Group at BDO with a focus on Government Contracts. This group of more than 100 professionals provides unique business solutions to organizations across a wide array of industries including government contracting, life sciences, not-for-profit, manufacturing, technology, and construction, among others. He has over 16 years of professional finance experience with focus on Government Finance & Compliance in the Aerospace & Defense sectors. Geoff has held management positions with small and mid-sized divisions of large corporations, bringing extensive hands-on experience with compliance matters relating to Federal Acquisition Regulations, Cost Accounting Standards, TINA, and Government Business System controls. Geoff has extensive experience in corporate restructuring focusing on government contracting aspects, including disclosure statement development, cost accounting changes, and external restructuring proposal development. Additionally, Geoff has developed and delivered training programs for small operations entering into new compliance requirements to FAR and CAS. He has also led various government contracting business processes including development of direct and indirect rate structures, forward pricing rate proposals, proposal cost volumes, DFARS business system descriptions, Estimate at Complete (EACs), and cost-type and progress payment invoicing.

Alex Sarria

Alex Sarria is an experienced litigator and counselor with wide-ranging expertise in government contracts law. He represents government contractors in contract disputes, bid protests, False Claims Act lawsuits, and complex civil litigation arising from military operations, national security programs, and environmental remediation projects. Named one of the "Top Lawyers Under 40" by the Hispanic National Bar Association in 2020, leading government contractors also turn to Mr. Sarria to investigate allegations of procurement fraud, prepare mandatory disclosures, and defend against government audits and investigations. In his counseling practice, Mr. Sarria advises clients on a wide range of federal procurement matters including cost allowability and cost accounting, defective pricing, Buy American Act (BAA)/Trade Agreements Act (TAA) compliance, intellectual property and data rights, supply chain (Section 889) and cybersecurity regulations (CMMC), subcontract pricing and flowdowns, commercial items and General Services Administration (GSA) schedule contracting, organizational conflicts of interest (OCIs), and business ethics and conduct requirements. He also is recognized for his unique experience helping companies identify and mitigate their exposure to potential civil and tort liability and has worked with clients in numerous industries to secure liability protection and indemnification under the SAFETY Act, Public Law 85-804, the Price Anderson Act, the Defense Base Act (DBA), and FAR 52.228-7 (Insurance-Liability to Third Persons).
