Dennis Callahan

Mr. Callahan represents government contractors on a broad range of litigation matters, including false claims investigations and actions in the defense, construction, and medical industries; bid protests and contract claims at the federal, state and local levels; and prime/subcontractor disputes in state and federal court, arbitration and mediation. Mr. Callahan also counsels government contractors and grantees regarding their compliance with contract and legal requirements, accounting standards and audit practices. Mr. Callahan has significant experience in the government contracts and construction industries. He has prosecuted and defended bid protests of contract awards involving major civil and facilities construction projects. He has investigated, prepared, and litigated requests for equitable adjustment, termination settlement proposals, and other claims involving billions of dollars of costs whose cause is disputed. In these matters, Mr. Callahan often works closely with forensic accounting firms, and he counsels client leadership on the timing, framing, and tone of the submissions and legal filings, and on negotiation and litigation strategy. Mr. Callahan frequently contributes to bar publications and scholarly journals. Among other publications, his articles have appeared in the Procurement Lawyer, A.B.A. false claims acts and construction books, William & Mary Law Review, Cardozo Law Review, The Government Contractor, Legal Times (Washington), New York Law Journal, and The Federal Lawyer.

Geoff Merritt

Geoff Merritt is a Principal in the Industry Specialty Services Group at BDO with a focus on Government Contracts. This group of more than 100 professionals provides unique business solutions to organizations across a wide array of industries including government contracting, life sciences, not-for-profit, manufacturing, technology, and construction, among others. He has over 16 years of professional finance experience with focus on Government Finance & Compliance in the Aerospace & Defense sectors. Geoff has held management positions with small and mid-sized divisions of large corporations, bringing extensive hands-on experience with compliance matters relating to Federal Acquisition Regulations, Cost Accounting Standards, TINA, and Government Business System controls. Scott Roybal

Scott practices business litigation in federal and state courts and before arbitration and administrative tribunals. He has extensive experience handling government contract disputes and defending individuals and corporations in a wide range of civil and criminal fraud investigations. He has more than 30 years of experience investigating and litigating qui tam False Claims Act cases and related whistleblower actions. Scott has handled dozens of corporate internal investigations involving diverse industries such as aerospace and defense, healthcare, financial institutions, electronics, high technologies, transportation, construction, and telecommunications, among others that conduct business with the government. He provides compliance program advice and counsel and conducts investigations concerning the Foreign Corrupt Practices Act (FCPA). Mr. Roybal utilizes his extensive experience to assist clients with early resolutions of potential disputes.

Phillip Seckman

Phillip Seckman represents clients concerning government and commercial contract matters. His practice spans a broad range of subjects related to federal procurement law, state and local procurement law, and complex federal regulatory issues. He concentrates his practice in the areas of commercial item acquisitions, GSA schedule contracting, cybersecurity, compliance, internal investigations, and bid protests (both federal and state). A significant component of his practice involves government contract cost allowability, proper cost accounting, and contract cost and pricing issues. Phil has significant experience in the assessment, presentation, and litigation of complex contract claims. He also has significant experience assisting clients in establishing policies and procedures to ensure compliance with government contract requirements. When potential non-compliances have been identified, Phil has assisted in the internal review and assessment of these issues and has aided clients in the preparation of appropriate disclosures when required. He frequently assists DOD contractor clients regarding business systems issues, including preparing for, responding to, and remediating issues associated with reviews conducted by the Defense Contract Management Agency and the Defense Contract Audit Agency.
