  • Melissa Prusock

    Melissa Paige Prusock focuses her practice on investigations, litigation, and counseling related to federal government contracts and grants. Melissa’s substantial civil and criminal government investigations experience includes representing federal contractors and award recipients in False Claims Act (FCA) matters (including qui tam actions) and Office of Inspector General (OIG) audits and investigations. Melissa also regularly represents clients in suspension and debarment proceedings, counsels clients in connection with internal investigations and mandatory disclosures, and assists clients with assessing, developing, and implementing compliance programs.

    Melissa provides strategic advice to federal award recipients, including private entities and state, territorial, and local governments, on compliance with the Uniform Guidance and other federal fund expenditure requirements. She also represents clients in bid protests before the Government Accountability Office and Court of Federal Claims, as well as in other government contracts and related litigation in various federal courts.

  • Eleanor Ross
    Associate, GreenburgTraurig
    Eleanor (Elle) Ross advises government contractors from diverse industries on regulatory matters, including compliance with government regulations, contract disputes, defense of claims, and government investigations. She litigates bid protests before the Court of Federal Claims and the Government Accountability Office. She advises clients in connection with an array of agreements and multi-award procurements, including challenging award decisions in a variety of fora.

    Elle also counsels clients on federal and state compliance obligations, particularly concerning cybersecurity (including CMMC and NIST requirements) and supply chain risk management practices. She works with clients to understand government regulations, develop compliance plans, and implement those plans. She also assists with making mandatory and voluntary disclosures to federal agencies and represents clients in subsequent investigations and administrative proceedings. She manages sanctions proceedings against contractors, including cases alleging fraud and corruption.

    Elle also represents clients in commercial contract disputes in mediation and federal court.

    Previously, Ms. Ross was a legal consultant to the World Bank Office of Suspension and Debarment, where she reviewed cross-border investigations to determine contractor compliance with World Bank regulations.

  • Michael Schaengold

    Michael J. Schaengold focuses his practice on government contracts litigation, investigations and counseling, and on litigation before the U.S. Court of Appeals for the Federal Circuit and the U.S. Court of Federal Claims. From 2014 to 2024, he was Chair or Co-Chair of Greenberg Traurig’s Government Contracts Group.

    Mike's substantial government contracts dispute and bid protest experience includes litigation of major cases before the Government Accountability Office (GAO), the Court of Federal Claims, the Court of Appeals for the Federal Circuit and the Boards of Contract Appeals. He has represented clients in disputes involving most major departments and agencies of the U.S. government and, in recent years, has focused on procurements involving the Department of Defense, the General Services Administration, the Department of Energy, the Department of Veterans Affairs, the National Aeronautical and Space Administration, the Department of Homeland Security, the Department of Housing and Urban Development and the Department of State, among others. He has substantial experience in False Claims Act (including qui tam) and Inspector General investigations and litigation, including negotiating Settlement and Administrative Agreements related thereto; suspension and debarment matters; and drafting and implementing compliance programs.
