Perry Keating is the Managing Director and President of Protiviti Government Services (Pro Gov), with over 30 years of experience in business and service with the government and the Defense Industrial Base (DIB). Perry’s technical expertise includes protecting government data, systems, and networks from cybersecurity assessments, policy development, and remediation through incident response for compliance with a variety of frameworks (FAR 52.204-21, DFARS 252.204-7012, FISMA, FedRAMP, NIST RMF, NIST 800-53; NIST 800-171, CMMC). His experience gives him unique industry insight into the Aerospace & Defense (A&D), Government Contractors (GovCon), Defense Industrial Base (DIB), and Public Sector (US Federal, State & Local) as well as the Telecommunications and High-Tech industries. Kim Koster

Kim is currently the VP of Industry Marketing for Unanet. She concentrates on thought leadership and market positioning specifically in the areas of project management, accounting and government contracting. She started her career working for Raytheon where she held multiple management positions such as the Javelin Joint Venture Controller and Product Line Business Manager. Her love of Earned Value Management (EVM) developed in the early years of her career and today still enjoys talking about it and providing direction on best practices. After 17 years at Raytheon she joined ATK where she held the positions of Director of Business Systems, EVM Focal Point, and Finance Director. Over the years Kim led multiple large ERP system implementations. She has been a trainer in her organizations and has provided guidance to many project and executive teams.

Ms. Katelyn Rigle is the Operations Audit Liaison Small Business Coordinator for DCAA, headquartered at Fort Belvoir, VA. Ms. Rigle has been with the agency since 2009 and currently acts as the agency’s small business liaison, offering education, guidance and support to small and medium businesses working in the Federal contracting realm. Ms. Rigle also coordinates training through the Small Business Administration, APEX Accelerators, and federal consulting firms.
Ms. Rigle graduated from King’s College with a Bachelor of Science degree in Accounting as well as Strayer University with a Master of Business Administration, concentrating in Government Acquisition.

Mr. Shelby has over nineteen years of Government Contracting experience at the Defense Contract Management Agency (DCMA). With a focus on Contractor Purchasing System Reviews (CPSR) for the last thirteen years, Randy conducted CPSR's as a procurement analyst, managed CPSR teams, and oversaw hundreds of CPSR's as a supervisory procurement analyst. While at DCMA, Shelby worked as Team Lead to develop policies, standard operating procedures, templates, and data collection tools used in every CPSR conducted by the agency.
