This is session 2 of 2 in the Advanced ITAR virtual course.
A specially designed one-day virtual course for those with substantive experience in dealing with the International Traffic in Arms Regulations (ITAR).
This advanced seminar is designed for export compliance officers and ITAR “empowered officials,” international contracting specialists, contract managers and administrators, program and project managers, marketing professionals, legal advisors, and others involved in the international defense marketplace and ITAR compliance.
Learning Objectives:
After completing this course, you will be able to:
Identify and proper treatment of ITAR controlled tech data
Manage the foreign marketing of defense articles
Determine commodity jurisdiction
Determine licensing exemptions
Draft agreements
Create a compliance strategy
The seminar provides a forum for an extensive, incisive analysis of critical issues confronting exporters of defense articles in a dynamic, changing exporting environment.
Best practices will be presented and discussed by the class. The course will include information on recent ITAR developments and their potential impact on companies’ compliance programs. Recent enforcement actions will be used as case studies, and students will participate in interactive team exercises featuring hypothetical ITAR problems.

At least one year of ITAR experience, or attendance at the Basic ITAR seminar.

Christine Sohar Henter

As a first generation American, Christine Sohar Henter exemplifies a passionate commitment to the practice of international trade law. She represents companies, trade associations, and governments on international trade matters including import trade remedies, customs compliance, export controls, sanction laws, and international business transactions, based on her public and private sector experience.
Christine started her legal career in public service. She was a senior attorney with the Office of the Chief Counsel for Import Administration (now the Office of Enforcement & Compliance) at the U.S. Department of Commerce (DOC). There, she advised U.S. government officials on compliance with U.S. trade laws and represented the U.S. in judicial appeals domestically before courts and internationally before the World Trade Organization (WTO) and North America Free Trade Agreement (NAFTA) panels. Christine was also the lead attorney for Commerce's Office of Textiles and Apparel, drafting implementation regulations, counseling on the application and negotiation of international textile and free trade agreements. Prior to DOC, Christine served as a legal adviser for a Commissioner and Chairperson at the U.S. International Trade Commission (ITC), assisting with trade remedy decisions, responding to inquiries from Congressional members, and overseeing 337 reviews. Before pursuing her government legal service in Washington, D.C., she assisted numerous companies with their export business through the Denver US Export Assistance Center.

Linda Weinberg

Theresa Youngblood

Theresa Youngblood has significant international trade compliance and regulatory law experience and advises domestic and international entities in the public and private sectors on building successful strategies and on dispute resolution. She offers her clients the right mix of dedicated and driven, smart and savvy, and knowledgeable and approachable – gained over the course of the last 20 years.
She has extensive experience in providing tailored counsel for matters involving export control and compliance, particularly with regard to the Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), Customs and Border Protection regulations, and Office of Foreign Assets Control (OFAC) sanctions regulations. Theresa also guides clients through U.S. Department of Defense (DOD) regulations, in particular as export and import regulations impact her client’s the Foreign Military Sales contracts.
Theresa advises clients on these complex compliance issues and creates and launches internal compliance programs tailored to entities large, medium and small. She works with and on behalf of her clients regarding virtually all aspects of export and import transactions, including all affected corporate functions, to address transactional, operational, policy and compliance considerations. She is intimately aware of the issues affecting clients in the areas of export-import control, licensing compliance, commodity jurisdiction and classification determinations; reporting and compliance requirements for licenses, agreements and exemptions and exceptions; coordination with forwarders, brokers, agents, and third parties; and drafting and filing necessary documentation for tangible and intangible shipments and transfers.
Additionally, Theresa is well-versed across the international trade spectrum and handles internal and external audit activities. She briefs and advises senior leadership on metrics as to various trade control matters touching all business operations, from executive management and business development to engineering, research and development, finance, supply chain and procurement, and information technology.
