This is session 1 of 2 in the Advanced ITAR virtual course.

A specially designed one-day virtual course for those with substantive experience in dealing with the International Traffic in Arms Regulations (ITAR).

This advanced seminar is designed for export compliance officers and ITAR “empowered officials,” international contracting specialists, contract managers and administrators, program and project managers, marketing professionals, legal advisors, and others involved in the international defense marketplace and ITAR compliance.

Learning Objectives:

After completing this course, you will be able to:
  • Identify and proper treatment of ITAR controlled tech data
  • Manage the foreign marketing of defense articles
  • Determine commodity jurisdiction
  • Determine licensing exemptions 
  • Draft agreements
  • Create a compliance strategy
The seminar provides a forum for an extensive, incisive analysis of critical issues confronting exporters of defense articles in a dynamic, changing exporting environment.
Best practices will be presented and discussed by the class. The course will include information on recent ITAR developments and their potential impact on companies’ compliance programs. Recent enforcement actions will be used as case studies, and students will participate in interactive team exercises featuring hypothetical ITAR problems.
Prerequisite:At least one year of ITAR experience, or attendance at the Basic ITAR seminar.

    Theresa Youngblood has significant international trade compliance and regulatory law experience and advises domestic and international entities in the public and private sectors on building successful strategies and on dispute resolution. She offers her clients the right mix of dedicated and driven, smart and savvy, and knowledgeable and approachable – gained over the course of the last 20 years.

    She has extensive experience in providing tailored counsel for matters involving export control and compliance, particularly with regard to the Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), Customs and Border Protection regulations, and Office of Foreign Assets Control (OFAC) sanctions regulations. Theresa also guides clients through U.S. Department of Defense (DOD) regulations, in particular as export and import regulations impact her client’s the Foreign Military Sales contracts.

She is intimately aware of the issues affecting clients in the areas of export-import control, licensing compliance, commodity jurisdiction and classification determinations; reporting and compliance requirements for licenses, agreements and exemptions and exceptions; coordination with forwarders, brokers, agents, and third parties; and drafting and filing necessary documentation for tangible and intangible shipments and transfers.

    Additionally, Theresa is well-versed across the international trade spectrum and handles internal and external audit activities. She briefs and advises senior leadership on metrics as to various trade control matters touching all business operations, from executive management and business development to engineering, research and development, finance, supply chain and procurement, and information technology.
