This is session 1 of 2 in the Basics of Cost Reimbursement Contracting virtual course.

A Cost Reimbursement Contract is one of many types of contracts the Federal Government may use.  More recently the use of Cost Reimbursement contracts has been increasing.  

This virtual course will give you, as a participant, an overview of this contract type as well as what the difference is between cost reimbursement and fixed price contracts. We will also define the different cost reimbursement contracts you may see including cost-plus, fixed fee; cost-plus, incentive fee; cost-plus award fee, etc.  

We will dive into the planning of the acquisition for cost-reimbursement contracts including things such as market research and strategy. Other areas covered include cost and accounting rules, solicitations, submission of proposals, contract administration and the ever-important audits function.

Who should attend: Contractors, sub-contractors and anyone who want to learn more about the fundamentals of cost reimbursement contracts.  This would include employees and stakeholders in the pre-award and post-award job function areas of contract administration, finance, accounting, planning and program management, legal and leadership.

    Principal, Ernst & Young LLP
    Courtney Black is Principal in the Ernst & Young LLP Government Contract Services practice in the Dallas, TX office. Courtney has over 18 years of experience in government contracting with EY, advising clients on considerations spanning the government contracting lifecycle. She specializes in assisting clients in conducting business with the federal government, including determining compliance with Federal Acquisition Regulation (FAR), Cost Accounting Standards, Office of Management and Budget (OMB) Circulars, and contract-specific requirements. She also assists clients with developing cost accounting structures to optimize cost recovery, calculating indirect rates, preparing CASB disclosure statements, preparing incurred cost submissions, and documenting systems manuals along with policies and procedures. She provides technical advice to clients contracting with the General Services Administration (GSA), Department of Defense (DOD), Department of Energy (DOE), Department of Veterans Affairs (VA) and other agencies in the areas of proposal and equitable adjustment preparation, cost allocations and cost reporting. Courtney works across multiple industries including aerospace and defense, professional services, utilities, engineering and construction, healthcare and technology.
    Courtney earned a B.S. in Entrepreneurial Mangement and Finance from Texas Christian University
    She is a Certified Management Accountant (CMA) and a Certified Internal Auditor (CIA)

    Senior Manager, Ernst & Young LLP
    Timothy is a Senior Manager on the Government Contracts Solutions team at EY (Ernst & Young). He has been with EY for over 15 years and helps clients understand a host of government accounting and compliance issues. This has ranged from understanding requirements related to FAR, CAS, and 2 CFR 200 to understanding Other Transactions (OTs), trade compliance rules, and cybersecurity requirements (NIST 800-171). He have executed a variety of proactive and reactive projects to assess, develop, and implement controls, systems, and processes. He have significant experience related to business systems, cost & price analysis, cost accounting, and a variety of other topics that affect government contractors from a variety of sectors supporting different agencies and departments of the Federal government. He is a Certified Public Accountant, Certified Fraud Examiner, Certified Internal Auditor, and Certified Information Systems Auditor.
