This is session 1 of 2 in the Developing Statements of Work for Contractors and Agencies virtual course.

This 1 day virtual  course will give both contractors and government acquisition personnel an understanding of how to develop and decompose a Statement of Work (SOW) whether it be from a Request for Proposal or Invitation for Bid. In addition, it will provide the fundamental skills to write work statements whether it be a Prime or Subcontractor. The Statement of Work (SOW) forms the foundation of any contract. It describes just what the customer needs the contractor to accomplish. As a result, understanding the customer’s needs and the resources to meet them is paramount to establishing and managing cost, schedule and performance.

  • Newly hired professionals in all government contracting roles at all levels and all sizes of organizations
  • Businesses and organizations who are exploring or have acquired a government contract either as a prime contractor or as a subcontractor

  • Know the basic federal acquisition contract structure
  • Analyze different types of work statements to determine the government’s requirements
  • Identify data delivery requirements embedded within the work statements
  • Understand basic contract types and how they relate to the different types of work statements
  • Evaluate risk as it relates to different types of work statements
  • Decompose actual requirements into its component parts and relate it to a Work Breakdown Structure (WBS) to enable work statement development

About Our Experts
  • Gene Pickarz
    Deputy Director, Acquisition Center of Excellence at the National Reconnaissance Office (NRO)
    Gene Pickarz has spent over three decades as a contracting professional with assignments in both Government and Industry. He has served in contracting and acquisition positions in both the US and Europe with extensive experience in acquisition planning, government procurement, intellectual property, international contracting, fiscal law, and source selection. He currently serves as a senior contracting officer and Deputy Director at the NRO's Acquisition Center of Excellence (ACE) implementing acquisition innovation and streamlining across NRO Acquisitions as well as comprehensive acquisition training for the NRO Acquisition workforce.

    He has also served as an adjunct professor of contacting and logistics management for Sinclair Community College and Park College in Dayton Ohio and Embry Riddle Aeronautical University in the US and Europe. In addition, he has 18 year’s experience developing and presenting acquisition and contracting courses for the Intelligence Community while assigned to the NRO.
    Mr. Pickarz has a Bachelor of Science degree from the University of Maryland, an MBA from Georgia University and College, and a Master of Science in Contracting from the Air Force Institute of Technology. He is a Certified Professional Contracts Manager with the National Contract Management Association as well as a recognized author and speaker.
