This is the initial session of the Foundations of the FAR webinar series.

The Federal Acquisition Regulation (FAR) directly affects the purchase and sale of over $200 billion worth of supplies, services and construction each year by federal and state procurement offices. This critically important document is comprehensive, complex, and continually changing. All contract professionals involved in a FAR-based procurement must have a detailed working knowledge of the FAR to ensure that they are getting the best possible contract and that they are in full compliance with all applicable laws. This series is designed to address these challenges in a highly practical and user-friendly way.

In this first session, Eric Crusius, a reputable authority in the field, will give an overview of the series, discuss the Federal Acquisition Regulation system, and introduce you to the relevant definitions frequently found throughout the FAR.

What You Will Learn
This overview is intended to give the relative newcomer to federal acquisitions a general understanding of the origin and evolution of the FAR so the listener has a contextual reference when consulting the actual document. We will discuss the historical background of the FAR, describe when the FAR applies and does not apply, explain the structure of the FAR and how it corresponds to agency FAR supplements. We will cover:

  • David Black

    David S. Black is co-chair of the National Government Contracts Practice. He practices in the area of government contracts counseling and dispute resolution. His practice includes representing contractors in protests, claims under the Contract Disputes Act, responding to government investigations and audits, False Claims Act investigations and litigation, terminations for default and convenience, prime-subcontractor disputes, compliance programs, and counseling on a variety of contract administration and procurement issues.

    After law school, he served as judicial clerk to Judge Larry G. Elder of the Court of Appeals of Virginia in Richmond.
