Gunjan Talati of Kilpatrick Townsend & Stockton LLP will guide you through what the FAR says about privacy protection and freedom of information (Part 24) as well as Subchapter F: Special Categories of Contracting of major system acquisition (Part 34). Included in the discussion will be the use of an Earned Value Management Systems (EVMS).

Part 24 Scope
This part prescribes policies and procedures that apply requirements of the Privacy Act of 1974 and OMB Circular No. A-130, December 12, 1985, to government contracts and cites the Freedom of Information Act (5 U.S.C. 552, as amended).

Part 34 Scope
This part describes acquisition policies and procedures for use in acquiring major systems consistent with OMB Circular No. A-109; and the use of an Earned Value Management System in acquisitions designated as major acquisitions consistent with OMB Circular A-11, Part 7.
