This is session 2 of 4 in the FAR Workshop virtual course.
This is a 4-session concentrated virtual course on how to understand and use the Federal Acquisition Regulation in your daily contracting activities including in-depth analysis of the FAR system, the key contract clauses and contract forms. Provides comprehensive coverage of the FAR for new users and an advanced treatment of specific issues for experienced contract professionals. Course includes an explanation and demonstration of how to use the FAR online for research, reference, and updating.
This virtual course is designed to address these challenges in a highly practical and user-friendly way. The instructor and students will work through practical exercises specifically designed to demonstrate how to work with the FAR. Students will develop and refine the skills necessary to apply the FAR to virtually any acquisition situation. The FAR provides considerable flexibility in many aspects of federal procurement. Often, however, buyers and sellers are unfamiliar with the range of discretion in the FAR. This virtual course will distinguish between those sections of the FAR that are mandatory and those that allow the parties to structure the contract to fit the situation.
The virtual course will also cover court and board decisions that have interpreted the most important FAR clauses. Such knowledge can provide a significant business advantage to those who understand how a particular FAR clause is likely to be interpreted in litigation. Since most users of the FAR access it through their computers, this course will include a computer demonstration of various techniques for searching and updating the FAR.

J.D., LL.M.
Steven N. Tomanelli is the owner of Steven N. Tomanelli & Associates and is an attorney specializing in government contract law in the Washington DC area. Steven N. Mr. Tomanelli is a retired Air Force Judge Advocate and has held numerous high-level procurement law positions, including Chief of Acquisition and Fiscal Law for the Air Force’s Air Mobility Command and Senior DoD Counsel for the National Reconnaissance Office in Chantilly, Virginia. He has provided consulting services and legal advice in support of highly classified major system acquisitions and has been a member of many source selection boards, advisory councils and “red teams.” He served as a Professor of Contract and Fiscal Law at the Army Judge Advocate General's School in Charlottesville, Virginia. While in the Air Force, he was selected as “The Outstanding Career Judge Advocate of the Air Force.”
Mr. Tomanelli received his B.A. and J.D. at Hofstra University, and his Master of Laws in Federal Procurement Law at George Washington University. While earning his Master of Laws degree, Mr. Tomanelli worked as an Intern at the Armed Services Board of Contract Appeals.
Since 1995, Mr. Tomanelli has consistently been one of the highest rated acquisition trainers in the country according to student evaluations. He has authored over forty course books and written numerous articles on federal procurement and fiscal law topics. Mr. Tomanelli authored a comprehensive textbook titled, A Practical Guide to Federal Appropriations Law (MCI); is currently the Lead Editor of the FAR and the Annotated FAR for Thomson-West Publishing Company; and has received “Small Business Achievement Awards” for two consecutive years from the Department of Homeland Security. Mr. Tomanelli is an attorney in good standing of the Virginia Bar; and serves on the Advisory Board of the Government Contractor (West Publishing). He has been retained as an expert witness in numerous federal, state and international court cases on federal procurement law matters. Mr. Tomanelli has a current TS/SCI security clearance.
Mr. Tomanelli received his B.A. and J.D. at Hofstra University, and his Master of Laws in Federal Procurement Law at George Washington University. While earning his Master of Laws degree, Mr. Tomanelli worked as an Intern at the Armed Services Board of Contract Appeals.
