This is session 2 of 3 in the DCMA Series.

Contracting Officers within the DoD are required to determine the acceptability of a contractor’s business system, including approving or disapprove the system.  Notably, this includes evaluating Property Management systems. This session provides guidance on how to navigate a DCMA Government Property System Review. While not all DoD property system reviews are conducted by DCMA, this audit team conducts thousands of audits per year across the contracting community.  

This webinar takes a practical view of FAR and DFARS requirements and DCMA’s expectations for an approved property system. Instructors will work through the government property lifecycle from acquisition through disposition, recommending tips and tricks along the way, while addressing challenges before, during and after the audit.

    D.J. is a manager in the government contractor solutions practice of Baker Tilly. He has been working in government compliance and contracting for 12 years with expertise in monitoring contractor business systems, Cost Accounting Standards (CAS), final incurred costs and forward pricing rate agreements. He has extensive experience as a warranted corporate and divisional administrative contracting officer and has developed numerous policies and procedures related to government compliance. Additionally, he works with federal auditors to resolve findings for all types of audits and has experience reviewing policies and procedures for government contractors of all sizes.

  • Alex Mikhelson
    Director, Baker Tilly
    Alex Mikhelson is a director with Baker Tilly’s risk advisory practice. As a member of the firm’s government contractor solutions team, Alex supports clients with their numerous challenges from DFARS business systems reviews to audit support to one-off unique issues, he brings over 15 years of experience to the practice. Alex sets clients up for success by assisting with a wide spectrum of government contracting and grant compliance challenges from business system reviews, contract pricing, termination for convenience proposals, indirect rate structuring to audit and investigation support and resolution.

    Alex has expertise in government property and related challenges. His background includes financial improvement and audit readiness, government property management, business process re-engineering, managers’ internal control program (OMB A-123), DoD acquisition and logistics, and forensic auditing. Prior to joining Baker Tilly, Alex worked as a management consultant contractor to the Defense Advanced Research Projects Agency (DARPA) as a task lead responsible for the agency’s asset management program, financial audit support and business process analyses. He was also a lead auditor for Army Audit Agency planning and managing complex acquisition and logistics audits as well as forensic audit work to detect and identify fraud.
