This is Session 1 of 3 in the Securing Critical Supply Chains from Cyber Threats Webinar Series.

In this session, we will discuss recent attacks on critical infrastructure and discuss them in the context of U.S. Federal efforts over the last decade to protect critical infrastructure from cyber threats.

Learning Objectives: By the end of this session, students will understand how recent cyber attacks affecting critical infrastructure have increased the urgency of a decade-long effort to enhance cybersecurity in supply chains that are critical to U.S. national security.  We will also address recent and relevant Executive Orders concerning both cybersecurity and supply chain security.

  • Jeffery M. Chiow
    Shareholder, Greenberg Traurig LLP
    Jeffery M. Chiow represents clients in litigation and government investigations related to government contracts, including federal and state bid protests and claims. Many of the bid protests that he litigates involve enterprise critical matters with billions of dollars at stake. Jeff has deep experience in the aerospace and defense sectors, as well as cybersecurity, technology services contracting, and schedule contracting. Prior to entering private practice, he was a U.S. Marine Corps weapons and sensors officer in the F/A-18D Hornet. This experience informs Jeff’s work with cutting-edge technology in the areas of space systems, cloud computing, weapons platforms and IT systems. Jeff also advises businesses on compliance matters, working with government contractors to develop tailored strategies for addressing complex business, legal, and regulatory issues. In particular, he is a recognized leader in the constantly-evolving area of cybersecurity, including compliance with DoD’s cyber and supply chain requirements and the CMMC initiative and related investigations and disclosures.

    Jeff’s False Claims Act experience includes advising on alleged fraud involving federal grants, DOJ Civil Fraud investigations, and qui tam suits alleging hundreds of millions of dollars in damages. He conducts sensitive internal compliance investigations and counsels defense, health care, construction, and technology clients about potential civil and criminal liability as well as potential disclosure obligations.

He also was lead counsel in the successful 2021 GAO protest brought by Microsoft to the award by the National Security Agency of the “WildandStormy” cloud services contract to AWS.

    Bob is recognized for subject area leadership in cyber, supply chain and related security matters. As a Special Government Employee of the Department of Defense, Bob was on the Defense Science Board task force that produced the “Cyber Supply Chain Report” (April 2017) which subsequently received the SANS Institute “Difference Maker” award. He is a co-author of August 2018 MITRE “Deliver Uncompromised” Report that is widely credited with significant influence on a broad range of security initiatives of the Department of Defense and federal civilian agencies. The Report team received a “Program Recognition Award” from MITRE in 2019. Bob has participated in several other MITRE projects on national security and public policy subjects, with subjects including ransomware, digital asset crimes and cyber insurance. He was named a 2016 “Federal 100” awardee by Federal Computer Week which cited his “ability to integrate policy, regulation and technology” and said of him: “In 2015, he was at the forefront of the convergence of the supply chain and cybersecurity, and his work continues to influence the strategies of federal entities and companies alike.”
    Bob graduated from Georgetown University Law Center where he was an Editor of the Georgetown Law Journal. After graduation from law school, he was a Research Fellow at the Center for Science & International Affairs (presently, “Belfer Center”) at the Harvard Kennedy School of Government, where he focused on European security.
  • Deborah Rodin
    Associate, RJO
    Ms. Rodin has broad experience with government contracts counseling and dispute resolution for clients in a diverse range of industries. She has experience litigating bid protests before the Government Accountability Office and the U.S. Court of Federal Claims and has worked on contract disputes and defense of claims brought against contractors under the False Claims Act. She has also advised clients on internal and government investigations and a variety of compliance issues affecting government contractors.

    Ms. Rodin graduated with honors from The George Washington University Law School, where she was Editor-in-Chief of the Public Contract Law Journal and was the first-place awardee in the 2014 Public Contract Law Writing Competition held by the ABA Public Contract Law Section. While in law school, Ms. Rodin served as a student attorney for the Family Justice Litigation Clinic and gained valuable legal experience from internships at the U.S. Department of Justice, Civil Division, and the D.C. Office of the Attorney General.
