With today’s ever-changing regulatory landscape affecting Government contractors, understanding and managing flowdowns presents significant challenges, with consequences that reach beyond subcontract compliance to every part of a contractor’s business.
From negotiating clauses with the Government, to identifying mandatory (versus non-mandatory/optional) FAR and agency flowdowns and negotiating them with subcontractors, to managing subcontractor implementation of flowdowns and monitoring, managing flowdowns can literally make or break a project. Accordingly, understanding flowdowns and applying best practices when applying them are of paramount importance to effective and successful subcontract management.

Mr. Shelby has over nineteen years of Government Contracting experience at the Defense Contract Management Agency (DCMA).
With a focus on Contractor Purchasing System Reviews (CPSR) for the last thirteen years, Randy conducted CPSR's as a procurement analyst, managed CPSR teams, and oversaw hundreds of CPSR's as a supervisory procurement analyst.
While at DCMA, Shelby worked as Team Lead to develop policies, standard operating procedures, templates, and data collection tools used in every CPSR conducted by the agency.
