Jeffery M. Chiow represents clients in litigation and government investigations related to government contracts, including federal and state bid protests and claims. Many of the bid protests that he litigates involve enterprise critical matters with billions of dollars at stake. Jeff has deep experience in the aerospace and defense sectors, as well as cybersecurity, technology services contracting, and schedule contracting. Prior to entering private practice, he was a U.S. Marine Corps weapons and sensors officer in the F/A-18D Hornet. This experience informs Jeff’s work with cutting-edge technology in the areas of space systems, cloud computing, weapons platforms and IT systems. Jeff also advises businesses on compliance matters, working with government contractors to develop tailored strategies for addressing complex business, legal, and regulatory issues. In particular, he is a recognized leader in the constantly-evolving area of cybersecurity, including compliance with DoD’s cyber and supply chain requirements and the CMMC initiative and related investigations and disclosures.

Jeff’s False Claims Act experience includes advising on alleged fraud involving federal grants, DOJ Civil Fraud investigations, and qui tam suits alleging hundreds of millions of dollars in damages. He conducts sensitive internal compliance investigations and counsels defense, health care, construction, and technology clients about potential civil and criminal liability as well as potential disclosure obligations.

Adey Pierce is a Director with BDO’s Industry Specialty Services-Biodefense and Government Contracting team.

Adey has over 23 years of experience in the biodefense industry, serving most recently as the Director of the Division of Nonclinical Development for the Biomedical Advanced Research and Development Authority (BARDA) within the Assistant Secretary for Preparedness and Response (ASPR) within the Department of Health and Human Services (HHS). In this role, Adey led the division responsible for model development and non-clinical support and development of medical countermeasures (MCM) against chemical, biological, radiological, and nuclear (CBRN) threats, influenza and emerging infectious diseases. Adey directed a team responsible for BARDA’s nonclinical development task orders and managed a portfolio of contractors executing on multiple indefinite delivery indefinite quantity (IDIQ) contracts supporting MCM development. Adey originally joined BARDA as a CBRN project officer and was later promoted to Branch Chief of the Nonclinical Development Network (NDN) Program, where she was responsible for oversight and management of the NDN as a component of BARDA’s Core Services and served as a Level III Contract Officer’s Representative (COR) for all contracts within the Network.

Manages teams providing financial management and US government contract compliance services for clients with HHS-BARDA and NIH, and DOD-DTRA and MCDC contracts and OTA's with a current funding portfolio of approximately $300m. These clients range in size from small biotech startups to large global pharmaceutical companies.

Completed Cost Accounting Standards (CAS) assessments and developed Disclosure Statements for submission to US government auditors.

Conducted assessments for US government prime and subcontractors to ensure compliance with Federal Acquisition Regulation (FAR), Health and Human Services Acquisition Regulation (HHSAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
