The 2018 National Defense Authorization Act (NDAA) decreed that Other Transaction Authority agreements (OTAs) are the preferred agreement for the acquisition of both science/technology and prototyping programs. Non-competitive follow on production contracts have been included in the new OTA process. The 2018 NDAA also increased the funding for OTAs to up to $500M.
