Overview
This special four day course is designed for customers with intermediate knowledge of terms, regulations and the federal acquisition process. If you have between 2 and 15+ years of experience, this course is for you.
The Concentrated Course has continued to serve the contracting community - thousands of its members have attended its sessions. So it is with pride that we are pleased to again present this unusual educational offering.

Certain fields require highly specialized training. One of these is Government contracts - the practices in which are far different from those applied in standard commercial settings. Recognizing this, a unique program was developed. The Concentrated Course In Government Contracts, it was first presented in 1965.

A review of the course features and content will give you some indication of the intensity and quality of the sessions. Note that the course blankets the spectrum of practical topics; that it is intended for all those seriously concerned with Government contracting (administrative, executive and legal personnel); and that its "alpha to omega" approach is designed to benefit both the relative beginner and the seasoned professional.

As is customary with Government contract programs presented by Federal Publications, the course requires singular concentration by the attendees. Indeed to be frank, you should consider attending only if you are prepared to accept a demanding learning schedule. If you decide to join us, we are confident that the experience will be professionally beneficial.

It is recommended you take the Basics of Government Contracting course before taking this more hands-on workshop.

Upon completion of this intensive 4 day course you will:
  • Demonstrate your knowledge of the full federal contracting process
  • Ability to communicate effectively the bid protest procedures both at an agency level and court level
  • Develop solid foundation of contracting techniques including acquisition planning and contract types
  • Communicate and determine obligations for a contract change or adjustment

  • Prepare a claim
  • Develop an appeal to the Boards of Contract Appeals

MONDAY

MORNING: CONTRACTING TECHNIQUES
Authority, acquisition planning, contract types, competition, sealed bidding. Practical Exercise.

AFTERNOON: SOURCE SELECTION ISSUES
Competitive procurements under FAR Part 15, procedures, issues and problems. Practical Exercise.

TUESDAY

MORNING: SPECIAL ACQUISITION TOPICS
Simplified acquisition, commercial items and socio-economic policies. Practical Exercise.

AFTERNOON: BID PROTESTS
Contractor protests at the Government Accountability Office (GAO). GAO Protest Hearing Simulation.

WEDNESDAY

MORNING: CHANGES AND CHANGE RELATED ISSUES
Rights and obligations arising from changes in contract work; the changes clause; “constructive changes”; contract interpretation; delays; “cardinal” changes; differing site conditions. Practical Exercise.

AFTERNOON: INSPECTION AND ACCEPTANCE
Analysis and interpretation of inspection and acceptance clauses; testing; acceptance and rejection; ways to overcome acceptance; increases in extent of inspection/testing and in standards of performance. Practical Exercise.

THURSDAY

MORNING: EQUITABLE ADJUSTMENTS AND COST RECOVERY
Methods of determining equitable adjustments; allowable and unallowable cost elements; overhead; profit; problems and techniques of proof; cost recovery under cost reimbursement contracts. Practical Exercise.

AFTERNOON: CLAIMS AND DISPUTES
Preparation of claims; certification and recovery of interest; contracting officer’s “final decisions”; appeals to agency Boards of Contract Appeals (BCA) and the Court of Federal Claims (COFC). Practical Exercise.

Defense Acquisition Workforce members must acquire 80 Continuous Learning Points (CLP) every two years from the date of entry into the acquisition workforce for as long as the member remains in an acquisition position per DoD Instruction 5000.66. We will provide you with documentation of points awarded for completing the event.

CLE: Continuing Legal Education
States have widely varying regulations regarding MCLE credit. LegalEdcenter is an approved provider in AL, AK, AR, CA, GA, IL, ME, MO, MS, NC, ND, NE, NH, NJ, NM, NV, NY, OH, OK, PA, RI, SC, TN, TX, UT, VA, VI, VT, WA, WI, and WV. Credit may be applied for in other jurisdictions on request and in accordance with state MCLE rules.
Please note that because some states are changing their policy on CLE reporting, you will need to fill out the request for credit from Federal Publications Seminars within 10 business days, or we may not be able to issue credits for the program.

    Workshops and class discussions cover specific subject matter in-depth, and participation is strongly encouraged. Attendees should have at least 2-3 years' experience in the area of study.

    Courses build upon students' knowledge and experience, and cover complex issues within the subject matter. Should have 4-5 years' mastery of subject for in-depth analysis.

    Masters-level programs designed for professionals with 5+ years' experience. Courses cover in-depth and technical analysis on specific subjects and updates on current issues.
