when the dcaa comes knocking: responding to audit requests for access to records and employees
Presented by Michael Steen of Redstone Consulting Group, this webinar will discuss the access to records (contractual) clause as well as the pre-contract government solicitations which open the door to government access to contractor books and records. Mr. Steen, will provide an overview of the history of the access to records clause including DCAA’s “historic” use of its subpoena authority to obtain most, but not all contractor records, as well as more recent DCAA audit interpretations which newly emphasize DCAA’s beliefs that Government Auditing Standards (GAGAS) compel DCAA auditors to interview contractor employees. We will discuss recent actions and interpretations by DCAA field audit offices as DCAA has reinvigorated timekeeping floor-checks and the continuing challenges to government contractors subjected to DCAA audit policies which uniquely believe that to perform a GAGAS compliant audit, DCAA must have access to employees, in part to validate the physical existence of employees (including those who worked on government contracts in much earlier contractor fiscal years).
